Capacity building of EASFCOM
The Norwegian Ministry of Foreign Affairs has seconded a former Police Commissioner as Police Adviser to Eastern Africa Standby Force Coordination Mechanism (EASFCOM). The Police Adviser’s main task is to contribute to EASF’s efforts to strengthening the Police and Civilian elements of the Force, and to support relevant training for EASF, including in close coordination with the International Peace Support Training Centre (IPSTC), as well as to provide relevant policy advice to further EASF’s and the overall aim of the Training for Peace programme.
The Police Adviser supports Eastern Africa Standby Force (EASF)’s Police and Civilian dimensions, as relevant to the African Standby Force (ASF) within African Union. The secondment is part of the Training for Peace in Africa programme, under which Norway supports African capacity building for training of Police and Civilian experts to peace keeping and peace building operations and tasks in Africa.
Terms of Reference outlines the Police Adviser's task more specifically:
• Developing, mentoring and assisting in the construction of EASF Police capacity within the regional ASF structure and specifically within EASF components.
• Lead in the design, and support the implementation of the establishment of a Police component within EASF including proposing the appropriate structures, job description for the Police element.
• Participation in and support to EASF’s planning, coordination and execution of the Police component in the regional exercises (CPX and FTX), and other key training events.
• Contribution to and involvement in the development of integrated operational and strategic multidimensional planning processes in order to develop EASF regional planning capacity.
• Advice to and assist in the development of EASF Police policy development.
• Liaison with Norwegian counterparts on Police matters and act as the liaison between EASFCOM and the relevant institutions in Norway. Act as TfP point of contact at EASFCOM, and support overall TfP activity in Africa as appropriate..
• Liaison with IPSTC, other regional PSO training facilities, regional police organisations, TfP partners and others, to help develop regional Police PSO training capacity to support the EASF Regional Training Plan.
