Training for Peace in Africa

Training for Peace in Africa (TfP) is an international capacity building programme aiming at improved and self-sustaining African civilian and police capacity for peace support operations, and with a view to strengthening the African security architecture.

The programme’s focus is on training, policy advice and research, with a major part of activities being carried out by African partners.

Overview 1995 - 2008

The Training for Peace in Africa Programme has published an overview of all its activities and achievements. Since 1995 more than 8500 persons have received training though the programme and several key research publications have been published. Why Peacebuilders Fail

NUPI researcher Ole Jacob Sending has published a thought provoking report and policy brief which seeks to understand why local ownership and local context are recognized as important yet seem to be of little importance in shaping peacebuilding efforts.

Gender Policies in Liberia

NUPI has recently published two critical policy briefs and a working paper on the implementation of United Nations Security Council Resolution 1325 and 1820 in Liberia. Addressing GBV effectively cannot be undertaken without understanding how “modern” and traditional systems of justice function and interplay. “The problem in Liberia is not that victims of rape don’t get justice, but that no one gets justice.”

Ministerial Decision endorsing the Kampala Report

The recommendations of ACCORD's report of the ASF Civilian Dimension Staffing, Training and Rostering Workshop, also commonly known as the "Kampala Report" were endorsed by the AU's 3rd Ordinary Meeting of the Specialised Committee on Defence, Safety and Security, on 15 May 2009 in Addis Ababa, Ethiopia. The report will also be followed up by an ASF Civilian Dimension Technical Rostering Workshop from 1 - 3 July 2009 in Dar es Salaam, Tanzania.

ISS Strengthens the Focus on the Eastern Africa Region

The division of work between the Training for Peace offices of ISS in Pretoria and Nairobi has allowed for more dedicated support to the Eastern Africa region, particularly to East African Police Chiefs Cooperation Organization (EAPCCO).

Encourages Norwegian Police Officers

Police Advisor for the Eastern Africa Standby Coordination Mechanism (EASBRICOM), Bjørn Hareide, presented Training for Peace in Africa in a wide-ranging interview to the Norwegian daily Aftenposten.

New Head of TfP at ISS

Henri Boshoff is the new Head of the Training for Peace in Africa Programme at ISS. He worked as a Military Analyst for the Africa Security Analysis Programme at the Institute for Security Studies (ISS) Tshwane (Pretoria) office for eight years before taking up the position as Head of the Training for Peace Programme in April 2009. His areas of expertise are terrorism, peacekeeping, support to the police and African politics.

APSTA – EGT Consultative Workshop

TfP participated in an African Peace Support Trainers’ Association (APSTA) – European Group on Training (EGT) Consultative Workshop 18 – 20 May in Accra, Ghana. The Workshop aimed essentially to address critical gaps in civilian training on the continent and create partnerships between African and European training centres to address these gaps.

Conflict Management and Handbook for Civil Affairs Officers

ACCORD recently conducted Conflict Management for Peacekeepers courses for UNOCI and UNAMID. Through the TfP Programme's continued support to the Civil Affairs Sections of UN field missions, ACCORD has been requested by the Civil Affairs Section of UN Department of Peacekeeping Operations (DPKO) to assist on a project to develop a handbook for Civil Affairs officers that will essentially introduce core elements and guide Civil Affairs Officers in the implementation of their tasks.

TfP Meeting with Kofi Annan

Former UN Secretary General Kofi Annan was a keynote speaker at the Norwegian Institute of International Affairs’ (NUPI) 50 Years Anniversary Conference and was briefed on the Training for Peace in Africa programme (TfP) by the senior Norwegian diplomats and members of the research team at NUPI involved in TfP.

 

The programme has the following partner institutions: ACCORD, ISS, KAIPTC and NUPI.
The programme is funded by the Norwegian Ministry of Foreign Affairs

Support is also provided to Eastern Africa Standby Brigade Coordination Mechanism (EASBRICOM) and African Civilian Standby Roster for Humanitarian and Peace Building Missions (AFDEM), and the Norwegian National Police Directorate supports the training activities.
