APSTA – EGT Consultative Workshop
TfP participated in an African Peace Support Trainers’ Association (APSTA) – European Group on Training (EGT) Consultative Workshop 18 – 20 May in Accra, Ghana. The Workshop aimed essentially to address critical gaps in civilian training on the continent and create partnerships between African and European training centres to address these gaps.
The Workshop was held following the results of an African Union (AU) – European Union (EU) desktop study undertaken in February – March 2009 to identify African training capabilities and needs as well as to map out existing support programmes to African training centres.
ACCORD in its capacity as APSTA President for 2009 supported the idea that a broad consultative workshop was critical to ensuring that African civilian training centres were able to contribute and direct an African civilian needs analysis together with the AU – EU efforts to this end. Some of the key outcomes of the Consultative Workshop were:
• An audit of civilian training on the continent
• Identification of African civilian training needs/gaps and potential partnerships between and/or amongst African and European training centres to meet these gaps
• Preliminary identification of baseline training standards;
• A process for APSTA members to work jointly on the development of a middle management training curriculum (led by the International Peace Support Training Centre (IPSTC) in Nairobi, Kenya
• Recommendations by APSTA to the AU and Exercise AMANI Africa team on the integration of the civilian dimension in the Exercise and a potential advisory and coordination role thereof by APSTA
