Conflict Management and Handbook for Civil Affairs Officers

ACCORD recently conducted Conflict Management for Peacekeepers courses for UNOCI and UNAMID. Through the TfP Programme's continued support to the Civil Affairs Sections of UN field missions, ACCORD has been requested by the Civil Affairs Section of UN Department of Peacekeeping Operations (DPKO) to assist on a project to develop a handbook for Civil Affairs officers that will essentially introduce core elements and guide Civil Affairs Officers in the implementation of their tasks.

The Conflict Management for Peacekeepers Course has been increasingly requested by the Civil Affairs sections of UN field missions on the African continent. This is largely due to the fact that Civil Affairs Officers are engaged on a daily basis in activities that support confidence building; conflict management and reconciliation and as such they have direct contact with local populations. Their community outreach role necessitates that they are equipped with a number of practical skills such as negotiation and mediation, meeting and dialogue facilitation, and they also have to have a strong ability to communicate effectively. Conflict Management training is therefore a necessary prerequisite that will enable them to more effectively undertake their work.
