Ministerial Decision endorsing the Kampala Report
The recommendations of ACCORD's report of the ASF Civilian Dimension Staffing, Training and Rostering Workshop, also commonly known as the "Kampala Report" were endorsed by the AU's 3rd Ordinary Meeting of the Specialised Committee on Defence, Safety and Security, on 15 May 2009 in Addis Ababa, Ethiopia. The report will also be followed up by an ASF Civilian Dimension Technical Rostering Workshop from 1 - 3 July 2009 in Dar es Salaam, Tanzania.
ACCORD supported the AU Peace Support Operations Division (PSOD) with an ASF Civilian Dimension Staffing, Training and Rostering Workshop from 10 -12 July 2008 in Kampala, Uganda. The Workshop was convened to comprehensively discuss and generate recommendations on the staffing, training, rostering and recruitment of the ASF civilian dimension and was attended by representatives of the AU, AU Member States, Regional Economic Commissions (RECs)/Regional Mechanisms (RMs), member institutions of the African Peace Support Trainers’ Association and a number of international partners and experts.
In addition to generating recommendations, the Workshop aimed also to harmonise the approach of the AU and RECs/RMs in the four respective areas and provided the AU PSOD an opportunity to give clear directions and guidance to the RECs/RMs on the necessity of developing multidimensionality and coherence in the development of the civilian dimension of their regional brigades and planning elements.
