The Training for Peace programme

The Training for Peace (TfP) in Africa programme is an international training and research programme commissioned and funded by the Royal Norwegian Ministry of Foreign Affairs. Its primary purpose is to contribute towards capacity building within the broader ambit of peace operations at the practical and conceptual level in Africa.

The main programme outputs consist of training of civilian and police peacekeeping and peace-building personnel, applied research, publication, dissemination, and policy development. The TfP programme is focused on building capacity in the civilian dimension of peacekeeping and peacebuilding operations, including United Nations (UN) and African Union (AU) police. It conducts a range of training course that cover, amongst others, topics such as the protection of civilians, DDR, SSR, gender, children, refugees and IDPs, HIV/Aids, Rule of Law, SEA and conflict management.

The programme was established in 1995. Based upon positive independent evaluations conducted in 2000 and 2004, the programme entered a second phase in 2001, and a third phase in 2007. There are four partners involved in the programme. They are the Norwegian Institute of International Affairs (NUPI), the African Centre for the Constructive Resolution of Disputes (ACCORD), the Institute for Security Studies (ISS) and the Kofi Annan International Peace Keeping Training Center (KAIPTC).

The TfP programme also works closely with African Civilian Standby Roster for International Humanitarian and Peacekeeping Missions (AFDEM). AFDEM serves as the link between training and deployment. Persons trained by TfP (ACCORD) are placed on the AFDEM standby roster, after they pass a thorough screening process, and AFDEM facilitates their deployment to UN or African peace operations, or to a broad range of UN Agency or civil society positions.

In the area of police training TfP has supported the Southern African Police Chiefs Cooperation Organisation (SARPCCO) with peacekeeping training since 1998, and the Eastern African Police Chiefs Cooperation Organisation (EAPCCO) since 2006. This training includes pre-mission training for selected police organisations of SARPCCO, as well training support for selected national elements (Lesotho and Namibia) of the police standby component of the SADC Standby Brigade.

Since 2006 TfP has supported the African Union’s (AU) Peace Support Operations Division (PSOD) with the development and operationalization of the civilian dimension of the African Stand-by Force (ASF), and in 2007 the Southern African Development Community (SADC) and the Economic Community of West Africa (ECOWAS) has approached TfP for similar support in developing the civilian dimensions of its regional standby systems.

As member institutions of the African Peace Support Trainers Association (APSTA), ACCORD, the ISS and KAIPTC are playing key roles in arrangements for the APSTA to provide training support towards the ASF.

TfP’s training and policy development work is underpinned by applied research and curriculum development. The programme has produced a broad body of literature over the years, accessible on the publication section of this website.
